What timing! As I took a break from writing Inception fan fiction to do this meme....
Okay, Arthur and Eames as a couple. (Someone could still ask for them individually if they wish.)
After the inception job, Eames talked Arthur into working with him. Normally Arthur would have declined, but Eames had struck during that post-oh-my-god-we-actually-pulled-it-off high, and Arthur was weak. He became Eames' point-man and Eames played the Extractor/Forger. The job went very well, up until the end when it fell apart and Arthur saved Eames' life. After that, Arthur figured he probably shouldn't leave the other man alone...
They debate on when the first kiss actually took place. Eames says it was down on the second level of a particularly paranoid Senator. The dreamscape was a black-tie event, there was the waltz and they had to blend in while Ariadne talked up the mark and... well, you know how these things go. High emotions and all that. Arthur, on the other hand, says that doesn't count because it was in a dream, and their first kiss actually happened several days later, after a meeting where they had successfully blackmailed said senator. Again, he blames the post-job high. He's weak to that.
There is one time where Eames is actually caught and arrested in the States. Arthur doesn't wait for him -- he calls up every favor he knows (and adds a few more), drags Cobb from retirement and BREAKS him out of Folsom Maximum Security prison. That, he tells Eames later, as they are trying to smuggle themselves out of California, is love.
